Madeira has no visa of its own. Residence runs on Portugal's national routes: D7 for own income, D8 for remote work, D2 for entrepreneurs, D3 for highly qualified work, and family reunification. Each is applied for at a Portuguese consulate, then filed with AIMA, which replaced SEF in 2023.

Immigration is a national competence, so a person moving to Funchal applies on the same instruments as a person moving to Braga, at the same consulates, under the same Lei n.º 23/2007. What the island changes is administrative: the counter, the health service, the wage floor that applies to a job here. None of it changes the route in.
What has changed, twice, is the law. Family reunification was rewritten in October 2025. The property-based golden visa was removed in October 2023. Both changes post-date most of the English-language material still ranking for these searches.
The split that decides everything is the passport
Citizens of an EU Member State, an EEA State or Switzerland do not apply for anything. They arrive, and after three months they register at the câmara municipal. That path is short enough to be a registration rather than an application, and it ends there.
Everyone else needs a residence visa issued by a Portuguese consulate in their country of residence before travelling, and then a residence permit from AIMA after arrival. A third route sits outside both. A person entitled to Portuguese nationality through a grandparent is not an immigrant at all, and the conditions for that were rewritten in May 2026.
D7, for income that is not worked for day to day
The D7 covers rental income, income from movable or immovable property, intellectual property, financial investments and pensions. It is the pensioner route and the landlord route, and it is the plainest of the residence visas: demonstrate the income, demonstrate accommodation, demonstrate the means of subsistence on the scale above.
The trap sits one layer down, in tax. The D7 gets a retiree into the country. It does not get them a tax regime. The replacement for the old non-habitual resident rules exempts foreign income with pensions carved out, so a retiree can qualify comfortably for the visa and take nothing at all from the tax incentive that is still being sold alongside it.
D8, the remote-work visa, and a figure nobody can source
The D8 is the residence visa for people working remotely for an employer or for clients outside Portugal: employees, freelancers and independent service providers alike.
The figure that circulates in practitioner and relocation material is four times the national minimum wage, quoted as a specific monthly amount. That figure could not be traced to a published instrument for this guide. The Ministry of Foreign Affairs page on means of subsistence was opened directly. It carries a section headed Trabalho remoto. That section publishes no amount and no multiple. The requirement as published is expressed through the same per-capita subsistence scale set out above, not as a standalone threshold.
What that does and does not prove
It does not prove the multiple is invented. A despacho or a consular instruction may set it, and consulates may well apply it in practice. It means no primary instrument setting it was located, so it is not printed here as a rule. A number repeated a thousand times is still not a source, and this is the most confidently stated unsourced figure in the whole subject.
D2 and D3, where the thresholds are also unpublished
The D2 is for people incorporating or investing in a Portuguese company, or contracting to supply services in Portugal as an independent professional. The published criteria are qualitative: a business plan showing economic and social relevance, evidence of the company or the service contract, and means of subsistence on the same scale as the D7. No investment minimum was located at a primary source.
The D3 covers highly qualified activity, including EU Blue Card cases and researchers. It requires an employment contract or binding job offer, matching higher-education qualifications or professional experience, and a salary at or above a multiple linked to the national average wage. That multiple was not established at source either. The regime was amended by Lei n.º 9/2025 to implement the EU instruments on the entry and residence of researchers and highly qualified workers.
Family reunification was tightened in October 2025
Lei n.º 61/2025 rewrote article 98.º of Lei n.º 23/2007 with effect from 23 October 2025 and introduced a waiting period where there had been none. The holder of a residence permit valid for at least two years, source: Diário da República, 1.ª série, from 23 October 2025, read August 26, 2026 has the right to reunification with the family members covered by articles 99.º and 100.º, provided they cohabited with or depend on the holder, whether the family tie predates the holder's entry or not. That period drops to fifteen months, source: Diário da República, 1.ª série, from 23 October 2025, read August 26, 2026 for a spouse or equivalent partner who lived with the holder for at least eighteen months, source: Diário da República, 1.ª série, from 23 October 2025, read August 26, 2026 immediately before the holder entered Portugal.
The waiting period does not apply at all to dependent minors or incapacitated dependants, nor to a spouse who is jointly the parent of one, nor to family members of permits granted under articles 90.º, 90.º-A or 121.º-A. It can also be waived or shortened case by case, by reasoned dispatch of the government member responsible for migration.
The conditions attached on the other side
The same law added integration conditions after the grant: Portuguese language training, training on Portuguese constitutional principles and values, compulsory schooling for minors, and renewal conditional on the family not relying on social support. It also revoked the manifestação de interesse routes, and opened a transitional window on 23 October 2025 for family members already lawfully in the country, which has since closed.
The golden visa stopped being a property route in 2023
Lei n.º 56/2023, the Mais Habitação law, removed the real-estate acquisition routes from the ARI with effect from 7 October 2023, and barred qualifying investment directed at real estate whether directly or indirectly, which takes real-estate-exposed funds with it. Permits already granted are preserved and renewable on their original basis.
What remains open, and what a pre-2023 holder keeps, is set out on its own page, because people still search for the property route by name three years after it was repealed, and some agencies still answer them.
AIMA is not SEF, and the difference is procedural
SEF was extinguished in 2023 by Decreto-Lei n.º 41/2023. Its administrative functions went to AIMA, the Agência para a Integração, Migrações e Asilo, and to the Instituto dos Registos e do Notariado. Its policing functions went to the PSP, the GNR and the Polícia Judiciária. Guidance that still tells an applicant to book an appointment with SEF is describing an agency that has not existed for three years.
In practice a first-time applicant enters on the D visa issued by the consulate, then applies to AIMA for the corresponding residence permit, with biometrics taken in person by appointment and written follow-up through AIMA's own contact channel. The mission structure created to clear the backlog inherited from SEF stopped in-person work at the end of December 2025 and closed with the year, returning its more complex files to ordinary queues.
What is deliberately not stated here
The count of returned files reported by the Portuguese press at the time was not confirmed against an AIMA publication, so it is not printed. No official, current processing time for any residency path could be obtained from any source for this guide. Long waits are consistently reported; that is as far as the evidence goes, and a specific week count on a relocation site is somebody's guess wearing a suit.
The one wage figure Madeira sets itself is not the visa one
Madeira legislates its own minimum wage. For 2026 it is €980 a month, source: Diário da República, 1.ª série, 2026, read August 26, 2026 under Decreto Legislativo Regional n.º 1/2026/M, against the mainland figure of €920 a month, source: Ministério dos Negócios Estrangeiros, Portal dos Vistos, 2026, read August 26, 2026. It is a labour-law number. It governs what an employer in the Region must pay, and it is the figure that matters to anyone taking a job here rather than bringing income with them.
It is not what a consulate tests a visa against. The means-of-subsistence scale runs on the national wage. So an applicant for Funchal is assessed against the mainland figure and then lives under a higher regional floor. The scale a consulate applies and the wage a Madeira employer must pay are set by two different legislatures, and only one of them sits in Funchal.
What a residence visa does not do
It does not produce a tax number, a bank account or a doctor. The NIF is a separate registration with the Autoridade Tributária, and it is needed before almost everything else. A bank runs its own identification and due diligence under the anti-money-laundering law before it opens anything. Public healthcare on the island is delivered by SESARAM rather than by a mainland ARS, and registration is made in person at the regional health centre.
Residence does not settle tax residence either. That is a separate test under article 16.º of the CIRS, and holding a residence permit is not the same fact as being taxed here.
Questions people actually ask
Is there a special visa for Madeira?
No. Madeira is part of Portugal and immigration is a national competence, so the D7, D8, D2, D3, ARI and family reunification routes apply on the island exactly as on the mainland. The regional element is administrative and fiscal rather than migratory: the Region sets its own minimum wage and its own reduced IRS table, and health is run by SESARAM rather than a mainland ARS.
What is the income requirement for the D8 digital nomad visa?
No published instrument setting one could be located. The Ministry of Foreign Affairs means-of-subsistence page carries a section on remote work that gives no amount and no multiple, and the four-times-minimum-wage figure quoted almost everywhere could not be traced to a Portaria or a Despacho. What is published is the per-capita subsistence scale the D7 also uses.
Does buying property in Madeira give residency?
No, and it has not since 7 October 2023, when Lei n.º 56/2023 removed the real-estate routes from the golden visa. The law also bars investment directed at real estate indirectly, which closes real-estate-exposed funds. The detail is here. Buying is still buying, with its own process and its own regional transfer tax.
Is SEF still the authority for residence permits?
No. SEF was extinguished in 2023 by Decreto-Lei n.º 41/2023. Any guide, form or forum answer that routes an applicant to SEF is out of date by three years.
How long does a residence permit take?
No sourced, current, official processing time was obtainable for any path. The mission structure created to clear the SEF backlog closed at the end of 2025 and returned its more complex files to AIMA's ordinary queues, and long waits continue to be reported. Specific week counts published elsewhere are not traceable to an AIMA publication.
