Where to live

Where to live on Madeira: settle the coast before the town

Aerial view of a coastal terraced farmland with orange-roofed houses along a pebble beach in Madeira

The short answer

On Madeira the coast comes before the town. The ridge down the middle of the island splits the weather in two, the region’s only twenty-four-hour hospital emergency department is in Funchal, and both international schools are there too. The sequence that follows is coast, then school, then town.

It is easy to take this question in the wrong order: a town chosen from photographs, and only afterwards the discovery of which side of the mountain it sits on, how far the hospital is, and whether the school the household needs exists within a sensible drive.

The order that works is the reverse. The coast decides the weather, the school decides the search area, and only then does the town matter. Everything below is the published evidence for that sequence, and every figure links to the body that published it.

The ridge decides before the town does

Madeira has a mountain wall down the middle of it, and it splits the island into two weather systems that are twenty minutes apart by road. The regional water-resources study states the rule plainly: rainfall rises with altitude and is, as a rule, higher on the north slope than the south at the same elevation. The rise is rapid up to about about 600 m, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026, slower above that, and roughly flat above about 1,600 m, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026.

The size of the gap is the part that surprises people. The island’s lowest long-run annual rainfall is on the low southern coast — 513 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 at Funchal and 583 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 at Lugar de Baixo — against 2,966.5 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 at Bica da Cana, high on the plateau. The island mean is 1,636 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026. The north-and-south comparison, station by station is the single most useful page on this site for a buyer, and it should be read before any listing.

Altitude is the second half of the same decision

Aspect is not the only lever. Madeira’s persistent trade-wind cloud layer normally sits between 600–800 m, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 and about about 1,600 m, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 in winter and drops lower in summer, which is why villages above roughly five or six hundred metres are materially cloudier and cooler than the coast directly below them. A house on the south coast at that height is not a south-coast climate.

The school narrows the map before the budget does

There are 2, source: Governo Regional da Madeira, read August 26, 2026 international schools in the entire archipelago, and both are in Funchal: The International School of Madeira, running the Cambridge Primary Pathway, and International Sharing School – Madeira, running the IB Primary Years, Middle Years and Diploma programmes. Both appear in the regional government’s school registry. There is no English-language school anywhere else on Madeira or on Porto Santo.

State schooling is a different shape. Primaries with pre-school exist in most parishes; secondary provision does not. Several smaller places — Santana, Porto Moniz, Porto Santo — solve that with a single establishment covering creche to secondary, while others have primary only and send older children out of the parish. A household committed to the international route is committed to Funchal or its immediate neighbours, and that is a smaller map than the property portals suggest. How schooling works on the island covers both routes.

One emergency department, and it is in Funchal

SESARAM, the regional health service, runs 47, source: SESARAM, read August 26, 2026 health centres across Madeira and Porto Santo. Only 9, source: SESARAM, read August 26, 2026 of them have an urgência at all: Bom Jesus in Funchal, Calheta, Câmara de Lobos, Machico, Porto Moniz, Ribeira Brava, Santana, São Vicente and the Porto Santo centre. Eight of those run twenty-four hours; Bom Jesus runs weekday evenings only.

Above that sits a single fact that shapes the whole island. The region’s only twenty-four-hour hospital emergency department is at Hospital Dr. Nélio Mendonça in Funchal. Hospital dos Marmeleiros and Hospital Dr. João de Almada have no urgência. A replacement Hospital Central e Universitário da Madeira is under construction at Santa Rita with 607, source: Governo Regional da Madeira, read August 26, 2026 beds planned, intended to absorb all three existing hospitals; the regional government said in September 2025 that it expects it in full operation by the end of 2029. It is not open.

For a household where somebody is elderly, pregnant or managing a condition, that single location does more to narrow the map than any other fact on this page. Registering with SESARAM is a separate step, and it is regional rather than mainland.

What a place has to have before it counts as a town

Grocery retail here is effectively a duopoly, and it is a useful proxy for whether a place has services at all. The Pingo Doce store list returns 14, source: Pingo Doce, read August 26, 2026 in the Madeira district out of 505, source: Pingo Doce, read August 26, 2026 nationally, and Continente lists 17, source: Continente, read August 26, 2026, all in the Continente Modelo format — there is no Continente hypermarket or Bom Dia anywhere on the islands.

Lidl has no store anywhere in the archipelago. Its own finder lists no Madeiran city, and probes for Funchal, Câmara de Lobos and Machico all return a not-found response while a mainland control returns normally. That is worth establishing before a first weekly shop rather than during one.

Absence from a locator is not proof of absence

Several towns on this site carry the line no supermarket is listed by either chain. That means exactly what it says. Madeira has a great many unbranded minimercados that no national locator carries, and the research behind these pages could not check them. Where a page says no shop is listed, the honest reading is that the national chains are absent, not that nothing exists.

Two traps that make older articles wrong

Every bus route number changed in March 2026

All Madeiran bus routes were renumbered to a three-digit scheme with effect from 9 March 2026, merging the previously overlapping numbering of the three operators. The itineraries and timetables did not change; the numbers did. Route numbers published before that date are stale, and in some cases the old number now belongs to a different route on the other side of the island. Physical bus-stop signage was updated last. Every route number on this site was checked in 2026.

Drive times here are modelled, not measured

Every drive time in this section comes from a routing engine run over OpenStreetMap data at free-flow speed. There is no traffic in it, no roadworks, no weather, no bus to sit behind and no time spent finding a space. Read them as a floor. On a wet Tuesday on the north coast the gap between the model and the journey is wide, and the only way to know it is to drive the route in bad weather before deciding.

Where the population is actually going

The 2021 census counted 250,744, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 residents in the region, down −6.4%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 on 2011, and every one of the eleven municipalities lost population over that decade. The steepest falls were Santana at −15.1%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and São Vicente at −15.0%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026; the shallowest were Santa Cruz at −1.9%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and Ribeira Brava at −5.2%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026. Only 7, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 parishes in the whole region gained population at all.

The direction has since reversed, and the reason matters. DREM estimates the region at 266,130, source: DREM — Direção Regional de Estatística da Madeira, 31 December 2025, read August 26, 2026 at the end of 2025 — above the 2011 census level — on a natural balance of −1,127, source: DREM — Direção Regional de Estatística da Madeira, 31 December 2025, read August 26, 2026 and a migration balance of +2,557, source: DREM — Direção Regional de Estatística da Madeira, 31 December 2025, read August 26, 2026. The recovery is migration, not births, and a modelled estimate is not the same measurement as a census count.

Density tells the same story spatially. Funchal was the densest municipality at 1,387.7 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 at the census; Porto Moniz, São Vicente and Santana were the least dense, at 30.4 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026, 61.7 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and 68.6 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026. Regional density was 313.0 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 against 112.2 per km², source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 for Portugal as a whole.

Small facts that change a shortlist

Parking is measured, and it is not evenly spread. 61.7%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 of Madeiran dwellings had a parking space at the 2021 census, above the national 57.6%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026. The share was highest in Santa Cruz at 79.3%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and below half in only two municipalities — Câmara de Lobos at 46.8%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and Porto Moniz at 48.8%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026.

Age is not evenly spread either. Mean age in the region was 44.4 years, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 in 2021. The youngest parishes were Câmara de Lobos at 39.5 years, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and Caniço at 39.8 years, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026, both on the south coast; the oldest were Ribeira da Janela at 55.2 years, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 and Ilha at 56.3 years, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026, both in the north. That single pair of contrasts is most of what separates the two coasts as places to live rather than to photograph.

One more, for anyone planning to buy a flat rather than a house: 59.5%, source: DREM — Direção Regional de Estatística da Madeira, 2021, read August 26, 2026 of the region’s buildings with three or more dwellings are in Funchal municipality. Outside the capital, apartment stock thins out fast.

What this section will not give you

There is no price on any page in this section, and that is deliberate. The research behind these pages dropped every price figure for want of a named, dated source it was prepared to stand behind. A price per square metre with nothing underneath it is the fastest way for a site like this one to become worthless, and every English-language competitor publishes them anyway.

What is answerable is what the purchase itself costs on the day: transfer tax on Madeira’s own brackets, stamp duty, notary and registry. Those figures are published and dated. When a number here cannot be sourced, the page says so instead of estimating.

The place to go next is the town comparison itself, which sets every place beside the coast it faces, its elevation, its services and the sentence about who it does not suit.

Questions people actually ask

Which side of Madeira should I look at first?

The evidence points at settling the coast before the town, because the two sides are different climates rather than different views. Long-run rainfall runs from 513 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 at Funchal to 2,966.5 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026 at Bica da Cana, with an island mean of 1,636 mm, source: Governo Regional da Madeira (portal da geodiversidade), read August 26, 2026, and the north slope gets more than the south at the same elevation. The station-by-station comparison sets out the size of the gap.

Where are the international schools in Madeira?

Both are in Funchal, and there are only 2, source: Governo Regional da Madeira, read August 26, 2026 in the entire archipelago: The International School of Madeira and International Sharing School – Madeira. There is no English-language school anywhere else on Madeira or on Porto Santo. A household committed to that route is committed to the capital or its immediate neighbours.

How far will I be from a hospital?

Further than the map suggests, wherever the house is. SESARAM runs 47, source: SESARAM, read August 26, 2026 health centres and only 9, source: SESARAM, read August 26, 2026 have an urgência, of which eight run twenty-four hours. The region’s only twenty-four-hour hospital emergency department is at Hospital Dr. Nélio Mendonça in Funchal. The replacement hospital at Santa Rita, with 607, source: Governo Regional da Madeira, read August 26, 2026 beds planned, is not open.

Can I trust bus route numbers I found online?

Not if they were published before 9 March 2026. Every Madeiran route was renumbered to three digits on that date, and some old numbers now belong to a different route on the other side of the island. Timetables and itineraries did not change — only the numbers. Every route number on this site was checked in 2026.
